Hi,

The __consul_agent type creates a system user and installs init configuration, which prevent its use with package-installed consul (which is now in Debian, alpine edge, ...). I'd like to fix that, perhaps by adding a --config-only or --package flag?

Hi, The [__consul_agent](https://code.ungleich.ch/ungleich-public/cdist/blob/45890cc7e43577252e8560ca70611a88e9936ffa/cdist/conf/type/__consul_agent/manifest) type creates a system user and installs init configuration, which prevent its use with package-installed consul (which is now [in Debian](https://packages.debian.org/buster/consul), [alpine edge](https://pkgs.alpinelinux.org/package/edge/testing/x86_64/consul), ...). I'd like to fix that, perhaps by adding a `--config-only` or `--package` flag? CC @steven @poljakowski
