lubo aec63d42f1 __config_file: Fix onchange command not being executed (#596) 
When a config file state changes from present to absent, onchange
command was not being run.

Fixes #595.

This is a sample configuration that can be used as an example
for /etc/cdist.

For instance:

   [root@kr etc]# ln -s ~nico/p/cdist/conf/ /etc/cdist
